Québec city is geographically separated in two parts: the Upper-Town and the Lower-Town. Most of the tourist attractions of the city (its historical features) are located on Upper-Town's plateau, next to a 100 hectare recreational area and the wealthiest districts in town. Over 5 million tourists from all over the world visit the Upper-Town every year.
This documentary shows the reality of daily life outside of Québec's plateau. Since the 1990s, the city's mayors tried to embellish the Lower-Town and revitalize its economy by encouraging the construction of luxury condos, hotels, stores and restaurants. But even though the district is beginning to attract more of the upper class, to this day, Lower-Town still remains the home of the poor.
